Rusty Baksa
Principal Engineer

Rusty has over 39 years of experience in the engineering profession, which is primarily in transportation and land development. Baksa is a graduate of Michigan State University and after a stint with the Michigan Department of Transportation, moved to Knoxville to pursue a master’s degree in Civil Engineering at the University of Tennessee.

 

Rusty is married to Kristin, whose love of animals has finally rubbed off on him. They have five dogs and their two adult children have another four. It can get a little noisy at times when all are visiting. Rusty enjoys gardening and fishing when he is not walking the dogs.

Breck Bowlin
P.E.

Breck joined Land Development Solutions in December 1994. Breck graduated from the University of Tennessee with a B.S. degree in Civil Engineering. Prior to graduation, he worked with a large engineering firm through the University’s Cooperative Education program. In 1999, Breck completed his professional engineer license certification.

 

Breck has two daughters and four grandchildren. His hobbies include playing rugby, volleyball and boating. Breck belongs to the Knoxville Men’s Club Rugby Football team. The rugby team travels for games throughout the south.

Chad Brown
P.E.

Chad joined Land Development Solutions as a Design Engineer in October 1996. Chad graduated from the University of Tennessee with his B.S. degree in Civil Engineering in 1996 after receiving a B.A. degree in Engineering and Math at Maryville College in 1993. Chad completed his professional engineer license certification in 2005.

 

Chad has two children, Chloe and Chase, whom he coaches in volleyball and baseball. When Chad isn’t coaching, he is out on his mountain bike or enjoying a Tennessee football or basketball game.

Ryan Deising
EIT

Ryan joined LDS in May 2016 after graduating from Jackson State University in Missouri with a B.S. in Civil Engineering. Ryan’s prior internships were with the City of Oak Ridge and the US Army Corps of Engineers Europe District.

Ryan was a four-year starter in Division 1 football during college. He is a member of the American Society of Civil Engineers and the Mississippi Engineering Society. Ryan is active in sports and fitness. He enjoys Crossfit, golf, wake boarding and snowboarding.

Eddie Miller
R.L.S.

Eddie joined Land Development Solutions in 2000. Eddie’s background includes over 35 years of surveying related experience. Eddie received his Registered Land Surveyor designation in 2001.

Eddie and his wife, Sheila, have been married for 29 years and have two daughters, Katherine and Beth. Eddie enjoys being outdoors camping, canoeing, hunting and fishing.

Bruce Morgan
CET

Bruce joined Land Development Solutions in 2000. He has 16 years of experience as a survey technician working with our engineers and surveyor.

Bruce likes playing and watching soccer and other sports. A Detroit native, he is an avid Lions and Red Wings fan. Bruce also loves music, attending concerts and doing arts and crafts.

Kimberlee Preston
Office Manager/Bookkeeper

Kimberlee joined Land Development Solutions in 2016. She earned a B.S. in Psychology from Troy University in 1996 and a M.S. in Economics and Geography in 2004 from California State University.

A Florida native, Kimberlee moved to Knoxville in 2005. She is a triathlete, avid hiker, and mother of two boys.
