Land Development Solutions was formed in June of 1992 by Rusty Baksa, with the goal of providing quality civil engineering design services at reasonable cost to clients in the East Tennessee Region. With over 15 years of engineering experience in the consulting field and local and state government, Baksa recognized that there was a need for a small to medium sized firm with a broad base of experience and relatively low overhead. This combination of large firm experience and reasonable costs of services has been a successful addition to the engineering consulting community. The firm has experienced steady growth over the past 17 years in terms of clients, projects, staff, and sales. This growth has been tempered by a conservative fiscal policy that leaves the firm in a sound financial position, while allowing for opportunities to expand the client base, project types and project sizes.
Owner and Principal Engineer, Rusty Baksa has over 30 years of experience in the engineering profession, primarily in the land development and transportation areas. Baksa's experience is outlined in the Resume section. Breck Bowlin, P.E. joined Land Development Solutions as a Design Engineer in December of 1994. Bowlin graduated from the University of Tennessee with a B.S. degree in Civil Engineering. Prior to graduation, he worked with a large engineering firm for two years through the University's Cooperative Education Program. In 1999, Bowlin completed his professional engineer license certification. Chad Brown joined Land Development Solutions as a Design Engineer in October 1996. Brown completed his B.S. degree in Civil Engineering in December of 1996 at the University of Tennessee after receiving a B.A. degree in Engineering and Math at Maryville College in 1993. Brown completed his professional engineer license certification in 2005. Matt Sprinkle joined Land Development Solutions in June 2005 as a Design Engineer. Sprinkle is a graduate of Tennessee Technological University where he obtained his B.S. degree in Civil Engineering in 1997. His background includes working in construction as an estimator which is an asset in the design of his projects. Lori DeRoos joined Land Development Solutions in November of 2005 as a Design Engineer. DeRoos graduated with a B.S. degree in Civil Engineering from the University of Tennessee in 2000. Her background includes time with a local architectural firm which provides the office with an added perspective in design. DeRoos gained her professional engineering license in 2007. Eddie Miller, R.L.S. joined Land Development Solutions in 2000. Miller's background includes over 25 years of surveying related experience.
